This study aimed at determining the local governance and community development of the City of Santa Rosa. A descriptive type of research was used. Using 388 samples, the study identified the profile of the respondents in terms of age, gender, marital status and position in the family. Results of the study revealed that majority of the respondents are female, married, between 38-47 years old. Majority of the respondents rated the local governance and community development programs of the city of Santa Rosa as Very Satisfactory specifically sports, health, agriculture, public safety, waste management, calamity, public works and highways, social welfare, public employment and variety of services.
