Abstract :

The objective of this research to the developing balanced scorecard of school management model for secondary schools in the northeast by delphi technique 3 rounds focusing on 5 groups of 19 specialists. The research result is finding the developing balanced scorecard of school management model for secondary schools in the northeast has 6 characteristics. The first characteristic is globalization has effects to secondary schools management 6 fields: 1) social and culture 2) political 3) economy 4) laws 5) technology and 6) information. The second characteristic is secondary schools management condition by education laws in 8, 9, 39, 40 sections and others 4 fields: 1) participative management 2) continuous education management and long life learning 3) decentralize school management for 4 jobs and 4) task school board. The third characteristic are vision, policy, measure and ministry of educational regulations to the secondary schools management condition 4 fields: 1) vision 2) policy 3) measure and 4) ministry of educational regulations. The fourth characteristic is balanced scorecard principle for secondary schools 4 dimensions: 1) human development2) management 3) quality and 4) effectiveness. The fifth characteristic is balanced scorecard way for secondary schools management 5 steps: 1) dimensions and projects fix 2) objective fix 3) measure fix 4) target fix and 5) method fix. And the sixth characteristic is school evaluation by public sector management quality award 2 parts: 1) process of school management 6 fields: (1) school administrator development (2) school development planning (3) student quality development (4) school knowledge management (5) teacher and school person development and (6) school management process and 2) school management result 4 fields: 1) adaptation 2) Goal Attainment 3) Integration and 4) Latency
