 การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบประเมินการจัดการศึกษาของคณะวิทยาศาสตร์โดยใช้บาลานซ์สกอร์การ์ด วิธีการวิจัยมี 2 ขั้นตอน คือ (1) การกำหนดตัวบ่งชี้ เกณฑ์การประเมินและสัดส่วนน้ำหนักความสำคัญของมุมมองทั้ง 4 ตามแนวคิดของบาลานซ์สกอร์การ์ด และ (2) การสร้างรูปแบบประเมิน กลุ่มตัวอย่างประกอบด้วย ผู้ทรงคุณวุฒิ 15 คน คณบดีและรองคณบดี 223 คน อาจารย์ 344 คน และบุคลากรสายสนับสนุน 277 คน จากคณะวิทยาศาสตร์ มหาวิทยาลัยของรัฐ สังกัดสำนักงานคณะกรรมการการอุดมศึกษา เครื่องมือได้แก่ แบบสอบถาม วิเคราะห์ข้อมูลด้วย ค่าดัชนีความสอดคล้อง (IOC) ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์เนื้อหา สหสัมพันธ์ของเคนดอลล์ และการทดสอบค่าที ผลการวิจัยพบว่า (1) รูปแบบประเมินการจัดการศึกษาของคณะวิทยาศาสตร์ ประกอบด้วย 5 องค์ประกอบ คือ 1) เป้าหมายของการประเมิน 2) สิ่งที่มุ่งประเมิน ซึ่งกำหนดตามมุมมองของบาลานซ์สกอร์การ์ด ประกอบด้วย ด้านการเงิน ด้านลูกค้า ด้านกระบวนการภายใน และด้านการเรียนรู้และการพัฒนา 3) ตัวบ่งชี้และเกณฑ์การประเมิน 4) วิธีการประเมิน และ 5) การสะท้อนผลย้อนกลับ และ (2) ผลการประเมินรูปแบบการจัดการศึกษาโดยผู้ทรงคุณวุฒิพบว่า รูปแบบที่พัฒนามีความเหมาะสมต่อการนำไปใช้ในระดับมากที่สุด (x̄= 4.84)   

The purpose of this research was to develop an education management evaluation model for the Faculty of Science using balanced scorecard. This research consists of 2 steps. First step is to assign indicators criteria and the 4 balanced scorecard perspectives weighted and the second step is to develop an evaluation model. Sample include 15 specialists 223 deans and deputy deans 344 lecturers and 277 supporting personnels of Faculty of Science from the public universities. Research tool was questionnaire. Data analysis includes Index of Item Objective Congruence (IOC), mean, standard deviation, content analysis, Kendall Correlation and t-test. Results are as follows (1) The Education Management Evaluation Model for the Faculty of Science included 5 components: 1) evaluation target 2) evaluated aspects according to BSC perspectives included: finance, customer, internal process, and learning and organization development 3) evaluation indicators and criteria 4) evaluation method and 5) result feedback and (2) The specialists evaluated that the model was appropriately practical at the highest level (x̄= 4.84).
