 The objectives of this research were: 1) to develop the Supplementary Course under the Learning Outcome and Learning Management Process for entering into ASEAN Community, Foreign Languages Learning Area for Thai-Laos-Cambodian Border Schools, and 2) to study the findings from using the Supplementary Course under the Learning Outcome and Learning Management Process for entering into ASEAN Community, Foreign Languages Learning Area for Thai-Laos-Cambodian Border Schools. The research Design was Research and Development. The target group included 41 English Teachers of Basic Education Schools in Thai-Laos-Cambodian Border Schools, from 32 schools. The research instrument consisted of: 1) the Supplementary Course Evaluation Form, 2) the Learning Management Evaluation Form for entering into ASEAN Community, and 3) the Interview Form of the findings in using the Supplementary Course. Data were analyzed by calculating the Mean, Standard Deviation, and Percentage. In addition, the Content Analysis was performed. The research findings found that: 1) the findings of development in Supplementary Course under the learning Outcome and Learning Management Process for entering into ASEAN Community, found that the English Teachers developed 41 Supplementary Course, Foreign Languages Learning Area for Grade 1 Students - Grade 9 Students. For the evaluative findings in the Propriety or Appropriateness of Supplementary Course, found that in overall, the Supplementary Course was appropriate in "the Highest" level. Thirty One English Teachers or 75.61% of them, were able to establish the Supplementary Course in "Very Good" level of quality. Ten English Teachers or 24.39% of them, could perform in "Good" level. 2) The findings in using the Supplementary Course, found that the English Teachers were able to manage the learning for entering into ASEAN Community, in overall, in "Very Good" level. Considering each aspect, found that there were 4 aspects including the evaluative findings in "Very Good" level: 1) the Learning Management, 2) the Students, 3) the Learning Media and Source, and 4) the Measurement and Evaluation. For the Preparation for Learning Management, and the Creation of Learning Management Climate, the evaluative findings were in "Good" level. Besides, it was also found that the school administrators and teachers were aware of Learning Management for entering into ASEAN Community. The teachers were able to develop the Supplementary Course as well as the Learning Management for entering into ASEAN Community efficiently. As a result, Thai Children had Thai characteristic of Thai Children in ASEAN Community for 3 aspects: 1) the Knowledge, 2) the Skill/Process, and 3) the Attitude aspects.
